No, being saved is the prerequisite for becoming born again. In other words, you must first hear, believe in your heart, and confess with your mouth through faith under the anointed teaching of God's word and accept God's terms and condition for salvation through our Lord Jesus Christ (you receive seed for life).

Romans 10:9

"That if thou shalt confess with my mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved."

Becoming born again is a process that occurs by remaining under the anointed teaching of God's word; enhancing daily through self study and demonstrating obedience in your walk as a disciple for Christ (your receive water for seed of life). In fullness of God's time, based on your openness and sincerity in your decision yields being born again.

Your heart: (soil prepared) -> seed planted (Word) -> seed watered (Holy Ghost (overshadows) working through entire process) -> seed dies (broken spirit & contrite heart) -> (Holy Ghost at this point indwells your heart now Holy Spirit) -> seed transformed to sprouts, NEW LIFE) -> Welcome to the KINGDOM OF GOD! We must spiritually grow in the way of God. The first step to hearing God is simply being obedient to his word. We must study, pray, and assemble with fellow believers of Christ; this another way God helps develop his children. Make sure what is going on around you line up with the word of God. Yes, miracles do still occur. I am a living testimony! However, the greatest miracle anyone can receive is becoming BORN AGAIN; having a personal relationship God; whereby you learn God as Father, through Jesus Christ and the Holy Spirit.
